The interface between the REF 54_ physical applications and the IEC 60870-5-103
application layer is done accordingly:

If a corresponding REF 54_ application signal is defined by the IEC 60870-5-103
standard, the alternative A is used.

Private definitions are basically used because of two reasons:
1. The standard does not define the signal.
2. The signal is defined by the standard but the REF 54_ application signal
interface differs from this model.

The internal IEC 60870-5-103/Class 1 buffer inside the REF 54_ unit can store up
to 50 spontaneous events. The interrogation events and the possible response
messages, that also are part of the class 1 data, do not occupy space in the buffer.
The priority of the different categories of the pending class 1 data is always so that
the response messages have the highest priority, thereafter the spontaneous events
and finally the interrogation events. The IEC_103 data cannot be filtered by using
event masks.

The REF 54_ applications, whose modularization is based on trip stages, have been
mapped into the IEC 60870-5-103 information numbers according to the following
model:
