  If all reels on your Toro Lawn Mower are running slowly or not turning at all, start by checking the engine RPM and adjust it using a tachometer. Also, ensure the hydraulic oil level is correct. A clogged hydraulic filter can also cause this issue, so inspect and replace it if necessary. Inspect the linkage and roll pin on the end of the mow pedal shaft for any damage and repair if needed. Finally, inspect the reel pump flow and repair or replace the pump if necessary.
