Accepted originator categories for PSTO
If the requested command is accepted by the authority control, the value will
change. Otherwise the attribute blocked-by-switching-hierarchy is set in the cause
signal. If the PSTO value is changed during a command, then the command is
aborted.
The accepted originator categories for each PSTO value are shown in
Table 14.

PSTO = All, then it is no priority between operator places. All operator places are
allowed to operate.
