The GroupID must match an existing key group ID in the KeyGroups.xml file. If
not, the Encryption Key Manager Server will not start. The Encryption Key
Manager tracks key usage within a key group. When you specify a valid GroupID,
the Encryption Key Manager records which key was last used and then selects a
random key from within the specified key group.
