Locate(16) Command
The Locate(16) command is used to position the medium to the specified partition
and logical block identifier.

00b == Logical object identifier, BOP side
CP: Change Partition 0 = Ignore partition field
1 = Change partition
Immed: Immediate 0 = Return status when locate is complete
1 = Return status when locate is started
BAM: Block address mode 0 = Process command as an implicit address command
