It is standard, that the strobe is edge active, i.e. the input states with the rising edge
are accepted and held to the next edge. In some case it is useful to use the strobe as
a Gate-Function. For this case the strobe signal is a static, i.e. the input signals are
accepted as long as the strobe is set. (or the Gate is open).
