30.2 Serial Programming Using External Device (that Incorporates UART)
On-board data writing to the internal flash memory is possible by using the RL78/F13 or RL78/F14 and an external device
(a microcontroller or ASIC) connected to a UART.

30.2.1 Programming Environment
The environment required for writing a program to the flash memory of the RL78/F13 or RL78/F14 is illustrated below.

Processing to write data to or delete data from the RL78/F13 or RL78/F14 by using an external device is performed on-
board. Off-board writing is not possible.
