Fuel System and Governor
Test Conclusion
1. Check the following:
a. Make sure the fuel tank contains clean, fresh,
proper fuel.
b. Make sure the fuel tank cap vent is clean and
unobstructed.
c. Make sure the fuel shut-off valve is open.
d. Make sure the fuel shut-off valve strainer,
and in-line fuel fi lter (if used) are clean and
unobstructed.
2. Check for fuel in the combustion chamber.
a. Disconnect and ground spark plug lead.
b. Close the choke on the carburetor.
c. Crank the engine several times.
d. Remove the spark plug and check for fuel at
the tip.
2. If there is fuel at the tip of the spark plug, fuel is
reaching the combustion chamber.
If there is no fuel at the tip of the spark plug,
check for fuel fl ow from the fuel tank (Test 3).
3. Check for fuel fl ow from the tank to the
carburetor.
a. Disconnect the fuel line from the inlet fi ing
of the carburetor.
b. Use an approved fuel container to catch fuel
and hold the line below the bo om of the
tank to observe fuel fl ow.
3. If fuel does fl ow from the line, proceed to Test 4.
If fuel does not fl ow from the line, check the
fuel tank vent, in-line fi lter threaded into tank,
and fuel line. Correct any observed problem and
reconnect the line.
4. Check the operation of fuel shut-off valve.
a. Remove the fuel sediment bowl under the
inlet fi ing of carburetor.
b. Turn fuel shut-off valve ON and OFF and
observe operation.
4. If fuel does fl ow from the valve, check for
dirt and water in sediment bowl and screen.
Clean bowl and screen as needed. (Refer to the
carburetor portions of this section.)
If fuel does not fl ow from the valve, check for a
clog in the fuel shut-off valve or inlet elbow.
Fuel System Tests
When the engine starts hard, or turns over but will not start, it is possible that the problem is in the fuel system.
To fi nd out if the fuel system is causing the problem, perform the following tests.

If the above tests/checks did not indicate a problem with fuel delivery or related systems, but the engine still does
not start properly, refer to the following chart and check for a carburetor problem.
