This function is used to set the ACC/DEC time of reaching the target after homing. The setting
value corresponds to the time needed to accelerate from zero speed to rated speed. For
instance, the target speed is to accelerate from zero speed to 50% rated speed, then time of
reaching the target speed of the speed command is 50% of the setting value.
