Variable proportional/integral factor (speed)
The proportional and integral factor can be changed speed-dependent in order to
achieve a higher standstill rigidity.
The total proportional factor is made up of:

changes between cs08 speed for max. kp/ki and cs09 speed for normal kp/ki
from value cs06 variable kp speed offset to 0.
