Bit 1: 0, Bit 0: 1 = Up to Phase

Bit 1: 1, Bit 0: 0 = All the time
Bit 1: 1, Bit 0: 1 = Not used
(0, 0): The monitor speaker is disabled all through
the communication.
(0, 1): The monitor speaker is on up to phase B in
the T.30 protocol.
(1, 0): Used for testing. The monitor speaker is on
all through the communication. Make sure that you
reset these bits after testing.
