6.5.4.12 Check time
Parameters: TIH (Time high), TIL (Time low)
Function: The time from when the step starts until it ends is measured and checked to be between the
high limit TIH and the low limit TIL.
Both limits are optional. Leaving them blank disables the check but the result value is still
calculated and reported.
